Many new sellers get confused with the "free" listings and cancel till sold. If you get 200 free listings a month, that is all the "Free" listings you can post in a month for free. It doesn't matter if you list new items, older listings "renew" or "relist", or you end and relist manually. 200 total listings are all you get for free, in a month's period.

Anytime you relist and item (end and relist) it's now a new listing and gets the same boost as any new listing. You don't need to change anything with the listing, but it MAY be advisable to change up something with the listing, to help it sell. Some items will be naturally long tail (low demand or few buyers) and other may need title/description/specifics changed up a bit to boost searchability.
