You generally don't even see the "highest bid offered". You only see the price calculated primarily from the highest bid of the SECOND highest bidder. eBay hides the full amount of any of the highest bidder's bids that exceed the calculated price.
It is very much against several rules for the seller to refuse to sell to the winning bidder at the final price because s/he is dissatisfied with the price. S/he sets the minimum price (the Starting Price, or if s/he insists on setting that lower than s/he is willing to sell for s/he is required to set a Reserve Price for an extra fee). Unfortunately too many cheat.
