If you buy an officially unlocked iphone from Apple, then you could use a SIM card from another country.

Otherwise, no.

If you buy a phone in the US or Canada ("America") if it is locked to an american carrier you can use it under a roaming plan in Ireland, keeping the original number, but paying roaming rates. You cannot use it with a SIM from a local carrier in Ireland. An unlocked phone CAN be used with a local SIM, as stated by roaminggnome.

Yes, but Apple does not unlock locked phones. They only sell new phones as unlocked. If the phone is locked the carrier it is locked to is the only one that can unlock it.

Fixed that for you.

ONLY the carrier it is locked to can initiate an official and permanent unlock. In America, offically and permanently unlocked phones can only be bought directly from Apple.

Doesn't necessarily have to go back in person, but they would have to contact the carrier it is locked to, which would be a USA carrier. Nobody but that carrier can initiate the unlock.

There is no "elsewhere" to get a phone locked to a USA carrier unlocked other then through that very USA carrier.

No, there are plenty of places to get it HACKED.

THE ONLY OFFICIAL AND PERMANENT WAY TO UNLOCK A CARRIER LOCKED IPHONE IS TO REQUEST THE UNLOCK THROUGH THE CARRIER IT IS LOCKED TO.

That's it, the only way. Any other way involves means not officially sanctioned by Apple (nor the carriers officially selling iPhones), will void your warranty, risks permanently damaging your iPhone, and it will revert back to locked whenever you try to upgrade the firmware later on.
