Possible Steam Backup Not Working Reasons

Interrupted Backup Process: The computer is shut down or the internet connection is lost during the backup process. Corrupted Game Files: If the game files are corrupt, damaged, or improperly installed, Steam Backup may not be able to save them properly.

Games that utilize Steam's cloud saves, for instance, may store these files under C:\Program Files (x86)\Steam\Userdata. You may also find some games place their save files in your Documents folder—look for a folder with the game's title, the publisher's name, or inside the My Games folder.

What you can do is create the "common" folder in Steam/steamapps and copy the folders into that. Then choose the game from your library and press install. Steam will now seach for files already on the HDD.

Navigate to your Steam client 'Settings' menu. Open the 'Storage' tab. Select the drive where the games you wish to move are located. Select the games you wish to move, and click 'Move'

To do this, select Steam > Go Online > Connect to the Internet > Restart Steam. When you receive the Can't connect to Steam error, you have the option to Retry Connection or Start in Offline Mode.
