Use Edit Mode. To open it for a specific building, just tap and hold that building, rotating or relocating it by tapping an empty spot in your town. If you want to swap several buildings around or add more roads and pavement, you'll need the town Edit Mode.

Edit Mode unlocks at level 4. Tap the blue button with arrows on the left of the screen or choose a covering type in the Construction menu under the Decorations tab.

The short version: Priority buildings are everything that isn't a decoration. Specialty buildings (foundries, farms, lab, town hall etc), community buildings, houses and factories are all Priority buildings. You Can save as you go as long as there are no priority buildings in temporary storage.

Your town's level goes up every time you score enough experience points. You get experience points for harvesting crops, filling orders at the helicopter pad and in the Zoo, helping friends, and other in-game actions.
