Congress formally established the Homeland Security Committee as a standing committee in 2005 to ensure that the American people were protected from terrorist attacks. The committee focuses on legislation and oversight related to the security of the United States.

The HSC's purpose is to ensure coordination of all homeland security-related activities among executive departments and agencies, and to promote the effective development and implementation of all homeland security policies. The HSC meets at the President's direction, and the President presides at HSC meetings.

The Committee on Homeland Security and Governmental Affairs (HSGAC) is the Senate's primary oversight committee with broad jurisdiction over government operations generally and the Department of Homeland Security in particular.
